An attorney who works on these cases stated that “The ‘good people’ that go into a career of social working do not last long”.

Nancy Smith Schaefer was an American politician and a legislator who served in the Georgia State Senate. She was killed in her sleep by her husband of 52 years William Bruce Schaefer who then turned and killed himself. Anyone that has looked into this story knows the truth about her murder and to follow the money to who did. Read below the very speech that got her killed. To save you from having to read the whole thing I made key details printed in bold, you can just read those.

The profiteers from this government establishment and above said we can’t have this Schaefer woman whistleblowing, so we think we’ll murder a grandmother of 12 grandchildren for trying to ruin our money-making plan.

This was her message word for word:

Thank you dear fellas, and thank you to all of you, I have served in the Senate for four years. One of my greatest pleasures besides my sonograph bill was getting the resolution passed to stomp the North American Union. However, for four years I have been confronted by families struggling to remove their children from the clutches of Child Protective Services. I wrote a scathing report last year on the corruption of CPS an ‘update’. During the last session of the Georgia State Assembly, I introduced Senate Bill 415 relating to the juvenile proceedings and copies of the bill are attached. It called for the time allotted to Human Resources to provide emergency care to a child without a court order, to be reduced from 72 days to 72 hours, it required a court order to enter the residence of a parent or guardian to seize (steal) a child.

It called for family court to be open to the public. Confidentiality and secrecy protect the wrong people. It provided that immunity in the system shall not extend to the seizure of children over the objection of parent or cost and provided the state for applying, obtain, or accepting incentive payment for federal adoption and safe families act of 1997.

The CPS has become a protective empire built on taking children and separating families. This is not to say that there are not those children that need to be removed from wretched situations and need protection, however, my report is concerned with the children and parents caught up in legal kidnapping. Having worked with 300 cases statewide and 100 across the country, and in every state, I am convinced that there is no accountability for CPS. I have come to conclusions that poor parents are sometimes targeted to lose their children because they do not have the means to hire a lawyer and fight the system.

The caseworkers are often guilty of fraud, they withhold and destroy evidence, they fabricate evidence, and seek to terminate parental rights unnecessarily. That the separation of families and snatching of children is growing as business grows because state and local governments have come accustomed to the taxpayer’s money to balance their ever-growing budget. The bureaucracy is huge. Look who is getting paid state employees, attorneys, court investigators, court personnel, judges, therapists, counselors, the list goes on but all are looking for the children in custody for job security that the Adoption and Safe Families Act set in motion.

First In 1974 by Walter Mondale and later in 1997 by Bill Clinton who offered cash bonuses to states for every child adopted out of government foster care. In order to receive the adoption incentive bonuses, local CPS would need more children…they must have merchandise, sales, and they must have plenty for the buyers to choose from. Some counties often offer four to six thousand dollars for each child adopted out to strangers and an additional two thousand for children with special needs.

Employees work to keep the federal dollar flowing. That is only the beginning figure in the formula in which each bonus is multiplied by the percentage that the state has managed to exceed, its baseline adoption number, therefore states and local communities work hard to reach their goals for an increased number of adoption for children in foster care. As you can see this program is offered from the very top and is run by Health and Human Resources, this is why victims get no help from their legislators. It explains why my bill senate 415 suffered such defeat in the Judicial Committee and why I was cut off in every juncture and why I was defeated last month for my re-election by another. The tax money is being used to keep this gigantic system afloat. Many grandparents have called me to get custody of their grandchildren before being lost in the system. Good people who lost their grandchildren to strangers lost their own flesh and blood, the children have lost their heritage and parents and grandparents lose the connection of their heirs.

The National Center for Child Abuse and Neglect in 1998 reported that 6x more children died in foster care than in the general public, and once removed from physical safety the children are more likely to suffer abuse including sexual molestation than the general population. Think of what that number is ten years later. Here are a couple of recommendations on my list: 1. Call for an independent audit of CPS 2. Federal Congressional hearing of CPS 3. Abolish federal and state financial incentives that have turned CPS into a business that separates families for money.

I have witnessed many injustices that have brought harm to so many families that I am not sure if reform is even possible. The system can not be trusted, it does not serve the people it obliterates families just because it has the power to do so. What I have said to you in these few minutes is that we must confront the fraud in CPS. Child Protective Services seizes (steals) children using the very system paid for by taxpayers, who actually believe it is used to protect abused and neglected children. The bureaucracy of workers benefit financially by the system that converts children into cash while destroying their families and their lives. NO child that emerges from the system can ever be found or held, many disappear and are never heard from again. God will not stand for what is happening to our children and our families. His heart beats for these children, he will lift up the downtrodden.

What is happening in the United States regarding Child Protective Services is a criminal political phenomenon and it must be brought to an end, please join me in working to help to set our children and families free. We must win this race for America.

A report from The National Center for Missing and Exploited Children from 2017 states that 88% of Missing Sex Trafficked Children Come from US Foster Care!

Even high-level government officials have been ensnared in these foster care abuse scandals.

Most sex trafficking victims come from the foster care system. It is a sex trafficking pipeline.

The New York Post put out an article in 2014 equally as disturbing as the fact that most sex trafficked kids come from within the system is the fact that the FBI discovered in a 2014 nationwide raid that many foster children rescued from sex traffickers, including children as young as 11, were never reported missing by child welfare authorities.

When FBI agents and police officers fanned out across the country last month in a weeklong effort to rescue child sex trafficking victims, they pulled minors as young as 11 from hotel rooms, truck stops and homes.

Among the 168 juveniles recovered was a population that child welfare advocates say especially concerns them: children who were never reported missing in the first place.

Advocates say the roundup reinforces the need for a standardized, nationwide approach to reporting children as missing, especially those absent from state foster care systems who are seen as most vulnerable to abuse.

One specific scandal I will share here now comes from this October 2011 headline from L.A Now Southern California: State says 1,000 care facilities match sex offender addresses.

The addresses for more than 1,000 state-licensed care facilities for vulnerable people in California matched addresses on the state sex offender registry, according to a newly released audit.

State Auditor Elaine M. Howle said the California Department of Social Services failed to check the sex offender registry even after her office advised it to do so in 2008.

The facilities matching the registry of sex offenders included foster homes, group homes and day-care facilities for children, as well as facilities for adults with special needs and the elderly.

The auditor informed state regulators of the 1,000 sex offender hits in July. Investigations are now complete and the state said eight licenses have been revoked or suspended and regulators issued 31 orders barring individuals from licensed facilities.

The audit was ordered earlier this year at the request of state Assemblyman Henry Perea (D-Fresno). The audit was also intended to compile data on deaths of children who were under the oversight of child protective services.

The Los Angeles County Board of Supervisors balked at subpoenas for information and hired outside lawyers to fight the inquiry. The auditor’s office has vowed to continue to press the county for records and to issue a second report in the coming months.

National Foster Care Statistics:

  • Each year, more than 400,000 children experience foster care in the United States.
  • In 2017, 9 out of every 1,000 children in the United States were determined to be victims of abuse or neglect.
  • 15% of children in foster care have languished there for three or more years.
  • Of children who entered foster care in 2017, 49% were five years old or younger at the time they entered the system.
  • 50% will never graduate from high school or obtain GED.
  • Only 15% of foster children will attend college, and fewer than 3% will earn a college degree.
  • 25% of foster children experience PTSD (comparable to the rate of U.S. war veterans), and tend to suffer high rates of debilitating depression and low self-esteem.
  • After “aging out” of the system, 25% of foster teens will experience homelessness at least once.

Important to note that the numbers we see, the people that speak out, and stories we hear occasionally here and there are only a small portion of what is REALLY going on.

It goes without saying that in most cases the children being taken out of homes are worse off after leaving. People don’t care about a child as much as if it were their own. Parent instincts (mostly maternal) help in raising children and this can not be artificially induced in any situation. I will in the future write about specific instances for these tragic stories.
